Senate Approves Study Quotas at UP for Arbëreshë of Italy, Arbanasi of Zadar, Albanians in Türkiye, and Diaspora from Kosovo
In its meeting on February 20, 2026, the Senate unanimously approved study quotas at the University of Prishtina for the Arbëreshë community in Italy, the Arbanasi community in Zadar (Croatia), Albanians in Türkiye, and the diaspora originating from Kosovo. These quotas will be proposed to the Ministry of Education, Science, Technology and Innovation for approval, alongside existing quotas for minority communities in Kosovo and students from neighboring countries.
The Senate also approved the formal association with Professor Zanfina Ademi from Australia’s Monash University, in accordance with the Regulation on Transfer, the "Brain Gain" Program, and Special Cases of Academic Staff Recruitment, which was approved by the UP Senate on April 30, 2025.
Under this regulation, several international scholars have already been engaged on a part-time basis with UP. These include Professor Gëzim Visoka of Dublin City University, physician and Professor Dukagjin Blakaj of Ohio State University, pharmacist and Professor Driton Vllasaliu of King’s College London, and Professor Besnik Pula of Virginia Tech University.
Following a decision by the Agency for Prevention of Corruption dated January 23, 2026, the Senate approved, by majority vote, the Ethics Council’s ruling of July 14, 2025, which imposes disciplinary measures on former Rector and Professor Enver Hasani for serious ethical violations.
The Senate also approved the Regulation on the Work of the Commission for Statutory Matters of UP. Senators were informed about international professors who will be part of the English-language master’s program “Human Rights, International Criminal Law and Transitional Justice” at the Faculty of Law, and about requests to establish new academic units.
Finally, the Senate approved the appointment of experts from public institutions to teach hours in the Faculty of Law’s legal clinic programs and endorsed several reports from the Complaints and Petitions Commission.
